I attended a meeting of regional partners that have joined together to create an American Recovery and Reinvestment Act application for broadband.  RMAP is being joined by the IT Departments of cities and counties in the region that spans Winnebago, Boone & McHenry counties.  The group brings together the interests of municipal and county government, health care, education and transportation.  The technical team that is preparing the application is being led by Northern Illinois University’s Broadband Development Group.  As with many funding applications under the Recovery Act there is a Preliminary Application requirement to get a feel for the magnitude of projects being considered.  The State of Illinois is making matching funds available to the most worthy projects in the state.  I am happy to report that the Governor’s office has authorized $5 million dollars towards the regional broadband project.

The NICTI consultant team and I met with the project staff of the Federal Transit Administration (FTA), Region V office in Chicago to discuss the NICTI project that is going through the FTA’s Mew Starts process.  We took the opportunity to review the project and the various required components of New Starts, but concentrated on the environmental documentation as the most current work product of NICTI.  All federally funded transportation projects must comply with the National Environmental Protection Act (NEPA) and the draft NEPA documents were ready for FTA review.  The NICTI project management team received excellent guidance from the FTA staff and we expect NEPA document review by the end of August.

A truly eventful day.

I was joined by Rockford Mayor Morrissey, Belvidere Mayor Brereton and Freeport Mayor Gaulrapp at the luncheon.  The event was hosted by Mayor Daley, US Senator Richard Durbin, Illinois Governor Pat Quinn and Amtrak Chairman Tom Carper.  The luncheon included a presentation by a consulting engineer on the MWRRI project that provided details of the improvements necessary to build a true high speed rail corridor and a live simulation (in software) of the actual freight trains interfacing with the high speed trains.

Mayor Morrissey and I also attended a dinner gathering to congratulate the new Administrator of the Federal Railroad Adminsitration, Joseph Szabo.  Mr. Szabo is a fifth generation railroader and is a life long Chicago resident.  Mr. Szabo was also the Mayor of Riverdale, IL and has a long and distinguished career in the railroad industry.  The event included remarks by Mr. Szabo as part of Connecting America… part 2, High Speed Rail.

I met with RMAP’s freight industry expert, Dr. Joseph L. Hutchins, and arranged to have his services to assist RMAP in the creation of a grant application for the Transportation Investments Generating Economic Recovery (TIGER) program. TIGER is a $1.5 billion discretionary program as part of the American Recovery and Reinvestment Act that targets upgrades of freight infrastructure (mostly rail), port facilities, passenger rail components and other surface transportation projects. RMAP is submitting a regional application on behlaf of our partners agencies.

Dr. Hutchins is authoring a comprehensive report on regional freight, logistics, supply chains and other related topics as a component of the Long Range Transportation Plan (LRTP) that is the basis of RMAP’s existence under federal law. The LRTP must be updated every five years and 2010 is the scheduled date for the revision cycle. The TIGER application will involve a program of projects that dovetail nicely with the planning work that has been part of our current work program here at RMAP.
