I attended the 3rd Annual William O. It was particularly interesting to hear US Representative Daniel Lipinski, US Transportation Secretary Ray LaHood, FRA Administrator Joseph Szabo and others speak of a “second stimulus program” as part of the reauthorization of the next Transportation Bill (reauthorization of SAFETEA-LU).  Representative Lipinksi serves on the US House Transportation and Infrastructure Committee that is currently drafting and debating the new bill.  Many of the Metropolitan Planning Organizations (MPOs), including RMAP, speak of dramatic changes to the way transportation dollars are delivered in the transportation bill.  Given the overwhelming success of the discretionary programs in the Recovery Act, such as TIGER, I believe that the legacy formula-based programs contained in the transportation bill can be modified to allow more dollars to flow to regions that can demonstrate economic development, job creation and economic recovery.  For instance, many of the highway construction dollars are delivered to the States based on the number of miles of high-level roadways.  While a state-of-good-repair and highway capacity have always been the cornerstone of  highway construction programs, the United States can no longer program dollars based on these dated measurements.  True success requires more accountability, but also requires more flexibility.  Hopefully the new Transportation Bill will address these concerns.

Other presentations at the Lipinski Symposium highlighted the critical freight projects that benefit high-speed rail programs in the midwest.  Illinois Senator Martin Sandoval, Chair of the Illinois Senate Transportation Committee, Illinois Representative Elaine Nekritz, Chair of the Illinois House Railroad Industry Committee, and Illinois Transportation Secretary Gary Hannig spoke of the importance of the Capital Program in Illinois to advance both freight improvements and paseenger rail programs.

Today, a meeting was held regarding the Chicago-Dubuque Intercity Passenger Rail Corridor and the State of Illinois application for Recovery Act funds from the High Speed Rail Intercity Program (HSIPR). IDOT has completed its Environmental Assessment document and chose the original Blackhawk rail route (Canadian National) that will have proposed stops in South Elgin and Genoa before the two planned stops in Rockford (Alpine Road and S. On September 14, RMAP submitted its TIGER Grant Application. Consequently, a press conference was held today at the Chicago Rockford International Airport, led by Rockford Mayor Larry Morrissey, Winnebago County Chairman Scott Christiansen, Belvidere Mayor Fred Brereton, Greater Rockford Airport Authority Chairman Mike Dunn, RAEDC Executive Director Janyce Fadden and myself. In essence, the press conference gave a briefing about what was involved in the TIGER Grant process and the intent of TIGER in the economic recovery process.

Much of the focus of the discussion revolved around how the TIGER Grant could be a considerable catalyst for job creation in our region, as there has been a significant increase in interest concerning freight movement, logistics and warehousing. The Lowe’s warehouse in Rockford is a good example of this. As we see more trucks on the road, a better modal mix of trucks, warehousing and freight rail makes very good sense, and the airport could serve as an intermodal hub for all of these industries (i.e. – truck to rail, rail to rail, and potentially even rail to air). I will keep you posted on this as news of the TIGER Grant allocations come in.

Today I attended a luncheon at the City Club in Chicago sponsored by the “Sandhouse Gang”, a discussion group that focuses on all things rail. This group is operated out of the Transportation Center at Northwestern University. The Grant totaled $71.4 million, and was split into two main components:

1) Passenger rail upgrades, totaling approximately $20 million.

We stated the return on our investment could be as high as 4:1, as freight investment infrastructure would generate economic recovery and new jobs, which is what the TIGER Grant is all about.

Ultimately we received a letter of support for our TIGER Grant Application from the Canadian Pacific Railway, so our initial meeting with the CP turned out to be extremely productive as well as beneficial.

I attended a meeting of regional partners that have joined together to create an American Recovery and Reinvestment Act application for broadband.  RMAP is being joined by the IT Departments of cities and counties in the region that spans Winnebago, Boone & McHenry counties.  The group brings together the interests of municipal and county government, health care, education and transportation.  The technical team that is preparing the application is being led by Northern Illinois University’s Broadband Development Group.  As with many funding applications under the Recovery Act there is a Preliminary Application requirement to get a feel for the magnitude of projects being considered.  The State of Illinois is making matching funds available to the most worthy projects in the state.  I am happy to report that the Governor’s office has authorized $5 million dollars towards the regional broadband project.

The NICTI consultant team and I met with the project staff of the Federal Transit Administration (FTA), Region V office in Chicago to discuss the NICTI project that is going through the FTA’s Mew Starts process.  We took the opportunity to review the project and the various required components of New Starts, but concentrated on the environmental documentation as the most current work product of NICTI.  All federally funded transportation projects must comply with the National Environmental Protection Act (NEPA) and the draft NEPA documents were ready for FTA review.  The NICTI project management team received excellent guidance from the FTA staff and we expect NEPA document review by the end of August.

A truly eventful day.

I was joined by Rockford Mayor Morrissey, Belvidere Mayor Brereton and Freeport Mayor Gaulrapp at the luncheon.  The event was hosted by Mayor Daley, US Senator Richard Durbin, Illinois Governor Pat Quinn and Amtrak Chairman Tom Carper.  The luncheon included a presentation by a consulting engineer on the MWRRI project that provided details of the improvements necessary to build a true high speed rail corridor and a live simulation (in software) of the actual freight trains interfacing with the high speed trains.

Mayor Morrissey and I also attended a dinner gathering to congratulate the new Administrator of the Federal Railroad Adminsitration, Joseph Szabo.  Mr. Szabo is a fifth generation railroader and is a life long Chicago resident.  Mr. Szabo was also the Mayor of Riverdale, IL and has a long and distinguished career in the railroad industry.  The event included remarks by Mr. Szabo as part of Connecting America… part 2, High Speed Rail.

The LRTP must be updated every five years and 2010 is the scheduled date for the revision cycle. The TIGER application will involve a program of projects that dovetail nicely with the planning work that has been part of our current work program here at RMAP.

Jim was greatly involved in RMAP’s development of Rockford’s path systems and enhancement projects and has been a great partner to us in the work we have done in these areas. I met again today with the folks from the Northwest Illinois Blackhawk Express Coalition. July 1st will bring a soft launch of their website, http://www.bringrail.com/. At this time, business and citizen Amtrak advocates can sign an online petition and share testimonials as to why they believe Amtrak would be beneficial to our community. As the website gains steam, social networking will come into play and you will be able to join their Facebook page, join them on the LinkedIn Network, and even follow them on Twitter. Additionally, a press conference in early July will announce the coalition’s kick off. Date, location and festivities to be determined… This is an exciting and inclusive way to let your voice be heard regarding Amtrak service, so sign the online petition today!

I met with Jeff Boothe today, Partner at Holland & Knight, LLP out of Washington, DC and Chairman of the New Starts Working Group, regarding the status of the FTA’s New Starts program. Jeff is writing the new guidance for President Obama’s administration, so I wanted to ensure that I could maximize NICTI’s qualifications for this program.

I met with all the Financial Directors of RMAP’s partner agencies today to discuss funding for the next fiscal year. We met later in the week to exchange written material, leading to a better understanding between RMAP and one of Rockford’s key liaisons to Springfield.

The Executive Committee of the Northern Illinois Commuter Transportation Initiative (NICTI) met today to continue discussions on operating structure for future commuter train service to Chicagoland.  The discussions were based on previous NICTI action to select the Locally Preferred Alternative route. The committee preference for an operating structure was a mass transit district organized under the Mass Transit District Act of Illinois. This could possibly lead to an expansion of the role of the Rockford Mass Transit District or could eventually lead to a new transit district. I will be sure to update you on this exciting development as more information becomes available.

Later that day, Belvidere Mayor Fred Brereton and I attended a webinar regarding Transportation Investments Generating Economic Recovery (TIGER) Stimulus funds, which is a discretionary pool of $1.5 billion dollars nationwide, with each state’s funding capped at $300 million. The funding guidelines are quite broad, but the Secretary of Transportation has considerable latitude to select projects that will generate economic recovery in the Unites States.

RMAP is currently developing the project scope that we would like to submit for the region, which will most likely include a passenger rail component, a freight rail consolidation component, and a freight rail infrastructure upgrade component that can be tied to job growth, economic development and significant capital investment. Applications for TIGER grants are due September 15th.

Mayor Larry Morrissey coordinated a meeting with a local architecture firm to discuss options for building the Amtrak rail stations in Rockford. I attended this session, which brought many ideas to the rail station table that would allow for economically sound construction as well as flexibility and convenience.

Currently, we have a two-year window to construct rail stations in anticipation of the return of Amtrak service. During the past several weeks, I have spent a good deal of time working on station-area planning for these proposed sites, which include an Alpine Road site, a downtown Rockford site, and a downtown Belvidere site.  Local leaders have suggested that the inaugural Amtrak train run on November 11, 2011 (11-11-11).

All hail high-speed rail!  June was jam-packed full of events and information to help Rockford reign in the train.

Monday, June 1st:

I attended a Federal Railroad Association (FRA) workshop in Chicago with Bryan Davis, Deputy Chief of Staff for Illinois 16th District Congressman Don Manzullo. A series of these FRA workshops were held throughout the country.  As Chicago is one of the largest rail hubs in the United States, this was a heavily attended meeting.  The purpose of the meeting was for FRA officials to hear comments, questions, and insight from rail industry professionals, urban planners, and elected officials from the midwest region. In addition to gathering high-speed rail planning guidance, the FRA also wanted to give an overview of the rail funding allocation program.  The FRA took the guidance given at the Chicago workshop as well as all the other nationally held workshops and published it in the Federal Register on June 17th. The FRA’s published final guidance gives requirements and program guidelines related to new funding contained in the American Recovery and Reinvestment Act (ARRA) and the Passenger Rail Investment and Improvement Act (PRIIA).  This guidance will allow our regional partners to apply for any discretionary funding from ARRA or PRIIA.

During this FRA workshop, I also received a booklet from the Midwest Regional Rail Initiative (MWRRI). The MWRRI is a consortium of nine states in the Midwest (Indiana, Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Nebraska, Ohio, and Wisconsin) that formed in 1996.

Just recently, the MWRRI produced a letter to President Obama and Secretary of Transportation Ray LaHood that the first midwest high speed rail project should be Chicago to St. Louis and that this advocacy is for the entire 9-state region.
