I attended the 3rd Annual William O. It was particularly interesting to hear US Representative Daniel Lipinski, US Transportation Secretary Ray LaHood, FRA Administrator Joseph Szabo and others speak of a “second stimulus program” as part of the reauthorization of the next Transportation Bill (reauthorization of SAFETEA-LU).  Representative Lipinksi serves on the US House Transportation and Infrastructure Committee that is currently drafting and debating the new bill.  Many of the Metropolitan Planning Organizations (MPOs), including RMAP, speak of dramatic changes to the way transportation dollars are delivered in the transportation bill.  Given the overwhelming success of the discretionary programs in the Recovery Act, such as TIGER, I believe that the legacy formula-based programs contained in the transportation bill can be modified to allow more dollars to flow to regions that can demonstrate economic development, job creation and economic recovery.  For instance, many of the highway construction dollars are delivered to the States based on the number of miles of high-level roadways.  While a state-of-good-repair and highway capacity have always been the cornerstone of  highway construction programs, the United States can no longer program dollars based on these dated measurements.  True success requires more accountability, but also requires more flexibility.  Hopefully the new Transportation Bill will address these concerns.

Other presentations at the Lipinski Symposium highlighted the critical freight projects that benefit high-speed rail programs in the midwest.  Illinois Senator Martin Sandoval, Chair of the Illinois Senate Transportation Committee, Illinois Representative Elaine Nekritz, Chair of the Illinois House Railroad Industry Committee, and Illinois Transportation Secretary Gary Hannig spoke of the importance of the Capital Program in Illinois to advance both freight improvements and paseenger rail programs.

On September 14, RMAP submitted its TIGER Grant Application. Consequently, a press conference was held today at the Chicago Rockford International Airport, led by Rockford Mayor Larry Morrissey, Winnebago County Chairman Scott Christiansen, Belvidere Mayor Fred Brereton, Greater Rockford Airport Authority Chairman Mike Dunn, RAEDC Executive Director Janyce Fadden and myself. In essence, the press conference gave a briefing about what was involved in the TIGER Grant process and the intent of TIGER in the economic recovery process.

Much of the focus of the discussion revolved around how the TIGER Grant could be a considerable catalyst for job creation in our region, as there has been a significant increase in interest concerning freight movement, logistics and warehousing. The Lowe’s warehouse in Rockford is a good example of this. As we see more trucks on the road, a better modal mix of trucks, warehousing and freight rail makes very good sense, and the airport could serve as an intermodal hub for all of these industries (i.e. – truck to rail, rail to rail, and potentially even rail to air). I will keep you posted on this as news of the TIGER Grant allocations come in.

As I stated in my June RMAP Blog, the TIGER Grant is a discretionary pool of $1.5 billion dollars nationwide, with each state’s funding capped at $300 million. The funding guidelines are broad, but the Secretary of Transportation has considerable latitude to select projects that will generate economic recovery in the Unites States. I spent the majority of this month drafting the TIGER Grant with Dr. Lee Hutchins, Director of Freight Logistics & Planning for AECOM in Chicago.

The Grant totaled $71.4 million, and was split into two main components:

1) Passenger rail upgrades, totaling approximately $20 million.

-These dollars would concentrate on passenger rail station upgrades, the downtown rail consolidation, and some rail crossing upgrades.

2) Freight rail upgrades, totaling approximately $50 million.

-These upgrades would concentrate on the tracks located at the Chicago Rockford International Airport south toward Davis Junction and Flagg Center (Illinois Railway).  Connections in Davis Junction provide interchange with the Canadian Pacific Railroad and interchange with the Burlington Northern-Santa Fe Railroad in Flagg Center. These connections are crucial as they allow for increased ability to handle freight throughout this corridor, which should generate economic development projects and opportunities in our region.

Throughout the United States 1,400 TIGER Grant Applications were received totaling over $100 billion dollars. This is almost100 times the available funding of $1.5 billion, so it is a highly competitive grant and it is inevitable that many projects will not be funded. Interestingly, approximately half of the applications received related to funding for highway and bridge projects, with the other half split among passenger rail, freight rail and port facility projects.

We stated the return on our investment could be as high as 4:1, as freight investment infrastructure would generate economic recovery and new jobs, which is what the TIGER Grant is all about.

Ultimately we received a letter of support for our TIGER Grant Application from the Canadian Pacific Railway, so our initial meeting with the CP turned out to be extremely productive as well as beneficial.

The LRTP must be updated every five years and 2010 is the scheduled date for the revision cycle. The TIGER application will involve a program of projects that dovetail nicely with the planning work that has been part of our current work program here at RMAP.
